The Collapse of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The sequence of opposing developments captured the bleak nature of the current period. By day, political struggles are conducted: optimistic declarations are delivered from multiple capitals. Considerable effort is allocated on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "peace".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track missile launches from Russian territory, a capability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons activated: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly becomes resigned acknowledgment: maybe the approaching threat won't cause damage this time, preventing destruction from devastation and additional electricity failures.

Persistent Threats

Soon after, a automatic firearm opened up on a aerial vehicle in the vicinity, part of a defensive team – most likely imported technology. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its destination.

With pauses, this continued until dawn. Kyiv greeted the early updates: several casualties, destruction and utility failures in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those entire period illustrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The comprehensive proposal from US administration sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new proposal from American administration unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This cycle will, certainly, continue.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unrealistic to force Russia to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, American administration does little to deter Moscow, through statements or actions, from believing that the current condition will not change more in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding lives and land but averting a complete military breakdown until situations evolve in its favour.

Present Conditions

Factually, there are no real preconditions for a armistice. Now, subjective factors are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a only one week to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, current information leaks, all did their job.

While new proposals based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
